      <title>CBN Currency Centre Lokoja Commence Operations</title>
      <description>In his address at the occassion, the CBN Governor, Prof. Chukwuma C. Soludo, CFR, justified the decision of the CBN Board about two years ago to establish the presence of Central Banks Branches in all the 36 states of the federation within the shortest possible time. &lt;br&gt;&lt;br&gt;

In his address at the occassion, the CBN Governor, Prof. Chukwuma C. Soludo, CFR, justified the decision of the CBN Board about two years ago to establish the presence of Central Banks Branches in all the 36 states of the federation within the shortest possible time.&lt;br&gt;
&lt;br&gt;
Accordingly, the Bank commenced with the building of branches in six states taking into cognizance the economic activities and the density of commercial bank branches located in the states in addition to geo-political spread as criteria for choosing the states to host the six new branches, the Governor stated.&lt;br&gt;
&lt;br&gt;
He added that in the case of Kogi State, vast land mass endowed with rich solid mineral resources, vibrant commercial activities and the presence of many commercial banks justified the location of the CBN Branch in the state capital.    &lt;br&gt;
&lt;br&gt;
The Governor further stated that all services ranging from cheque clearing, cash deposit, revenue collection, funds transfer, banker to government and foreign exchange transactions among other services perform by regular CBN Branches are to be carried by the Currency Centre.&lt;br&gt;
&lt;br&gt;
Meanwhile, Prof. Soludo has enjoined the people of the state on the imperative of proper handling of currency notes in line with the clean notes policy of the Bank. He also reminded the people of penalties of six months imprisonment or Fifty Thousand Naira fine or both which await those who flout the law. He debunked the believe in certain quarters that spraying and trampling on Naira notes at ceremonies as being cultural, noting that such practices were not only undesirable in terms of health risks and cost of printing but also anti-social and therefore, should be discarded.&lt;br&gt;
&lt;br&gt;
On Microfinance, the Governor challenged the elites to take decisive steps towards poverty alleviation by mobilizing their various communities to establish microfinance banks so as to harness opportunities offered by the microfinance bank policy rather than being habitual complainants. &lt;br&gt;
&lt;br&gt;
The state Acting Governor, Chief Clarence Olafemi, JP, while receiving the CBN Governor and his entourage at the Government House, paid a glowing tribute to the CBN Governor and Management on the achievements recorded in the banking sector in the last few years. &lt;br&gt;
&lt;br&gt;
Chief Olafemi who was visibly happy therefore, seized the opportunity to call on the people of the state to  strive to graduate from being mere petty traders to more enterprising business ventures so as to avail themselves of maximum opportunities to be offered by the presence of CBN Branch in the state.&lt;br&gt;
&lt;br&gt;
The acting Governor, who was represented at the ceremony by Dr. Steve Olorunfemi, Commissioner for Commerce and Industry promised to support the Bank in whatever way possible so as to ensure hitch free operations in the state. &lt;br&gt;
&lt;br&gt;
He further declared that arrangements are being made to adequately compensate the owners of the land acquired for the CBN permanent site building.&lt;br&gt;
&lt;br&gt;
Earlier in his welcome address, Alhaji Sulaiman Barau, Deputy Governor, Operations hinted that the desire to establish CBN Branches in all the states of the federation was to bring central banking services closer to the people hence the decision to open currency centres in earnest while the construction works on the permanent buildings are in progress.  &lt;br&gt;
&lt;br&gt;
The opening ceremony was graced all the Deputy Governors, Board Members and Directors of CBN, prominent indigenes of the State and traditional rulers including Arch. Gabriel Aduku, Honourable Minister of State for Health, Hon. Ihembe Positive,  Senator Tunde Ogbeha, and Dr. Godwin T. Ajakpo, Galadiman Lokoja among others.</description>

      <title>Int&apos;l Microfinance Conference &amp; Annual Microfinance/Entrepreneurship Awards</title>
      <description>The 2nd International Microfinance Conference and Annual Microfinance/ Entrepreneurship Awards with the theme &quot;Improving Access to Microfinance&quot; organized by the Central Bank of Nigeria took place at the Sheraton Hotel &amp; Towers, Abuja from 17th to 18th January 2008. &lt;br&gt;
&lt;br&gt;
The conference attracted 1,943 participants which included State Governors, Honourable Ministers, members of the National Assembly, microfinance banks, deposit money banks, development finance, insurance and multilateral institutions, regional organizations, federal and state ministries and parastatals, the academia, non-governmental organizations and micro, small, medium and entrepreneurs (MSMEs). &lt;br&gt;
&lt;br&gt;
The key note address was presented by the Governor of the Central Bank of Nigeria, Professor Chukwuma C. Soludo (CFR), while the welcome address was presented by the Deputy Governor, Financial Sector Surveillance, Central Bank of Nigeria, Mr. Tunde Lemo. Goodwill messages were also delivered by Ms. Nandazi Mbita Mary, Secretary General, Africa Rural and Agricultural Credit Association (AFRACA) and Ms. Petra Jacobi, Deputy Country Representative, German Technical Aid Agency (GTZ).&lt;br&gt;
 &lt;br&gt;
The conference was declared open by the President of the Federal Republic of Nigeria, His Excellency, Alhaji Umaru Musa Yar&apos;Adua (GCFR) who was ably represented by the Honourable Minister for Finance, Dr. Shamsudeen Usman (OFR).&lt;br&gt;

The president stated this Monday June 18, 2007 at the Transcorp Hilton Hotel Abuja, while declaring open the International Conference on the Financial System Strategy 2020 codenamed FSS 2020. &lt;br&gt;

The President thanked members of the FSS2020 Steering Committee for their effort in putting together the International Conference aimed at rubbing mind with financial experts from other parts of the world to formulate strategies towards orchestrating an integrated and sound financial system in Nigeria.&lt;br&gt;
&lt;br&gt;
Earlier in his welcome address, the Chief Host, the Central Bank of Nigeria (CBN) Governor, Prof. Chukwuma C. Soludo thanked Mr. President for finding time out of his busy schedule to grace the occasion. &lt;br&gt;
&lt;br&gt;
The CBN Governor also welcomed members of the Diplomatic Corp and other experts from Nigeria and various parts of the globe. He also thanked the World Bank and the International monetary Fund (IMF) for their useful contributions in the formulation of the strategy.  &lt;br&gt;
He reminded participants that the International Conference is the outcome of the dream conceived in June 2006, which led to the inauguration of the FSS 2020 Steering Committee in August 2006.     &lt;br&gt;
&lt;br&gt;
He took participants through the memory lane regarding the Goldman Sach&apos;s published research which predicted Nigeria to be among the top 20 largest economy in the world by the year 2025.&lt;br&gt;
&lt;br&gt;
The CBN Chief went further to say that given the size and enormous potentials of the Nigerian economy, with a deliberate engineering of an integrated sound financial system that is consistent with the internal economic fundamentals, Nigeria can achieve the goal in a shorter time by the year 2020.&lt;br&gt;
&lt;br&gt;
Prof. Soludo urged visitors from other countries and other participants to feel free and enjoy the comfort of Abuja.&lt;br&gt;</description>

Soludo called for Constitutional amendment relating to sections dealing with the distribution of oil revenue, if proceeds derived from oil and other natural resources are to be prudently managed. &lt;br&gt; &lt;br&gt; Prof. Soludo made this call Saturday, December 2, 2006 in Abuja at the CBN Operations Directorate quarterly Seminar. According him, &quot;more fundamental question for a country estimated to have earned about $300 billion from oil revenue is; how do we manage the external reserves in an environment of wasting resources without being affected by Dutch disease?&quot;&lt;br&gt; &lt;br&gt; Delivering the keynote address, Prof. Soludo acknowledged that the theme of the seminar; &quot;Effective Management of External Reserves&quot; was quite timely, given the gross display of ignorance among the people especially among those who ought to know better, as to why nations keep external reserves. &lt;br&gt; &lt;br&gt; Probing further, he asked, &quot;Should we spend earnings from depletable resource like oil on present consumption or do we reserve some for future generations?&quot; He queried the constitutional provision which subscribes for distribution of revenue earned into the Federation Account to constituent governments. &lt;br&gt; &lt;br&gt; He explained that a substantial part of the external reserves, which the State Governors suggested to be distributed, was already spent because the CBN issued domestic currency (Naira) to various levels of government in return for the dollar denominated revenue, and kept the dollar as a backing for the Naira currency issued out to them. Thus, for the Governors to turn round to ask the CBN to distribute the dollar holding in the external reserves would amount to one eating his cake and wishing to have it back. &lt;br&gt; &lt;br&gt; Citing a recent publication from Prof. Joseph Stiglizt, the CBN Governor proffered that substantial part of the external reserves should be devoted to build medium to long-term capacity for future generations in area such as education, healthcare delivery, infrastructure and non-inflationary productive ventures such as the recent railway project with potential to transform the society.&lt;br&gt; &lt;br&gt; Earlier in a welcome address, the Deputy Governor, Operations, Dr. Shamsudeen Usman, reiterated the need for adequate education of the public, more so, given the debate as to what constitute an external reserves and what it&apos;s meant for. According to him, it was envisaged that through the seminar answers would have been provided on the vexed issue of why building up the external reserves in the face of poverty in the land. &lt;br&gt; &lt;br&gt; Facilitators were drawn from a broad spectrum of international finance institutions, such as Jennifer Johnson-Calari and Rachid Ghozali both of the World Bank, Dr. Karsten von Kleist of The Bank for International Settlements, Basle Switzerland and the CBN Director of Foreign Operations, Mr. Muhammad Nda.&lt;br&gt; &lt;br&gt; The seminar, which drew a large number of participants mostly from among the executives and senior staff of the CBN also, had in attendance participants from the deposit money banks. Prof. Sam Olofin and Mr. Joshua Omuya both board members of the CBN were in attendance. Other dignitaries present were Jim Ovia, MD/CEO, Zenith Bank Plc, Mr. Ajakigbe, MD/CEO, First Bank of Nigeria Plc and Mr. Reginald Ihejiahi, MD/CEO, Fidelity Bank Plc.</description>

He stated that the mere fact that people believe that the Central Bank would fight inflation, makes stabilization process easier. Further more, he reiterated that credibility is important because it helps to stimulate production in the economy.&lt;br&gt; &lt;br&gt; Prof. Ademola Ariyo of the University of Ibadan, in a paper titled &quot;Liquidity Management under Expectations of Fiscal Dominance&quot;, which was presented by the CBN Director, Currency and Branch Operations, Mr. Ben&lt;br&gt; C. Onyido, espoused that fiscal dominance is harmful to the economy. He cited examples of strategies deployed by other countries such as Pakistan, India and Chile to fight fiscal dominance. These range from sterilization of&lt;br&gt; government spending, to inflation targeting, discontinuation of central bank financing of government spending and elongation of maturity period of public debt instruments.&lt;br&gt; &lt;br&gt; Prof. Ariyo emphasized that the key to liquidity management lies in the coordination between monetary and fiscal operations to achieve macroeconomic objectives. When completed, the CBN would have fully established its presence in 28 States of the Federation.&lt;br&gt; The CBN Governor informed the public that the choice of location for branches under the current expansion programme is based on a set of transparent and objective criteria developed by the Board of Directors of the Bank. These are the systematic and even spread of CBN presence across the geopolitical zones of the country and the response to economic need as measured by the number of commercial bank branches in a State.&lt;br&gt; According to Prof. Soludo, Awka branch was a clear case of economic need. There was no lobby for it. This is supported by the fact that apart from Lagos State with 943 bank branches, followed by the Federal Capital Territory and Rivers State with 164 and 161 bank braches respectively, Anambra State is the fourth, with 149 bank branches, as at the end of&lt;br&gt; September, 2006.</description>

      <description>The 8th edition of the CBN seminar for Finance Correspondents and Business Editors was held at the Crystal Garden Hotel, Kaduna from 28th &amp;#194;&amp;#150; 30th August, 2006. The seminar with the theme &amp;#194;&amp;#147;The Dynamics of Exchange Rate Management in Nigeria was declared open by the Governor, Prof. Charles C. Soludo represented by the DG Economic Policy, Dr. Obadiah Mailafia. In the keynote address, the Governor among other things stated that the financial sector reform polices pursued by CBN were designed to achieve a strong and reliable banking sector with the ultimate objective of achieving price stability (inflation, interest &amp; exchange rates), economic growth, high employment, financial market stability and balance of payments viability. &amp;lt;br&gt; &lt;br&gt; Nine papers were presented at the seminar by facilitators from the Bank, private and international organizations.
